4-pc Phaethon's Melody + 2-pc Chaos Jazz
The best set: Phaethon's Melody gives +45 Anomaly Proficiency whenever anyone uses an EX Special Attack and +25% Ether DMG when it's a teammate, working even while she's off-field. Pair with 2-piece Chaos Jazz or Freedom Blues for more Anomaly Proficiency.
Yanagi

4-pc Chaos Jazz + 2-pc Freedom Blues
The most comfortable all-rounder, good in both Disorder and Wind teams. Yanagi swaps in and out constantly, so just use her EX Special Attack right after switching in to benefit from the lingering DMG buff. For the 2-piece, use Freedom Blues or Feathered Fate (both +30 Anomaly Proficiency); at high Mindscapes Puffer Electro is also an option.

4-pc Chaos Jazz + 2-pc Swing Jazz
The best general set for Disorder teams. Burnice mostly stays off-field, so the EX Special Attack and Assist Attack DMG buff is almost always up. Even when she comes in for Chain Attacks, the effect lingers. 2-piece Swing Jazz keeps her EX Special Attacks flowing.

4-pc Chaos Jazz + 2-pc Puffer Electro
Nearly equal to Thunder Metal: Anomaly Proficiency from the 2-piece, 15% Electric DMG and 20% EX Special/Assist DMG while off-field (lasting 5s after switching in). It suits Grace since her damage is concentrated in Anomalies and EX Special Attacks.
